POWERS AND DUTIES OF OFFICERS AND EMPLOYEES

3.1. Please provide details of the powers and duties of officers and employees of the authority by designation as follows:

English and in the main language of the District, to the District Collector, Regional Director

The Exercise Power to incur in each case,
contingent expenditure incidental to the Municipal Administration not
exceeding two thousand rupees. ii) He shall
report the expenditure so incurred and the reasons therefore to
the council as its next meeting. Provided that no such expenditure
shall be incurred if there is no provision available to meet the expenditure
under the relevant head of account in the budget framed by the council
with the modifications, if any made by the Government or where such
expenditure was expressly prohibited by the council. (section 56 of Andhra Pradesh Municipalities Act,
1965) iii) The power of making on behalf of the council
any contract where of the value or amount not exceeding Twenty Five
Thousand rupees. iv)

May by order in writing delegate any of
his powers or functions to any officers or other employee of the council
or to any employee of the Govt., ii) 1. Issue
of layout permissions, regularization of unauthorized constructions
and unauthorized hoarding as per the rules in force. 2. Implementation
of developmental schemes. 3. Implementation of Urban Poverty Alleviation
Schemes. 4. Issue of Birth and Death Certificates where
there is no Municipal Health Officer. 5. Issue the Extracts of Demand Register (ownership)
Valuation of Property. 6. Issue of valuation certificate in respect
of properties located in municipal
limits. 7. Maintenance
of civic amenities such as sanitation, water supply, roads, drains and

Statutory : i)
Exercise the general supervision over the administrative
section. ii) Shall
perform all the duties of the Revenue Officer where the post of Revenue
Officer is not sanctioned or vacant.

Administrative : i)
Has to exercise the general supervision
over the establishment sections only where there are separate section
heads like Municipal Engineer, Municipal Health Officer, Town Planning
Officer. ii)
Has to check the Personal Registers and
Periodical Registers of the Assistants periodically/ every month. iii)
Close the Attendance Register every day
by iv)
On delegation of powers by the Municipal
Commissioner under section 56(3) of Andhra
Pradesh Municipalities Act, 1965, can sanction casual leaves to
the ministerial staff and class IV employees working in the general
Administration section only in case there are no separate section heads
and to all the above employees in second and other Municipalities based
on delegation of powers. v)
Has to send the files to the Commissioner
after though verification relating to administrative section only where
there are separate section heads, and other files also in other Municipalities
based on the orders of the Municipal Commissioner. vi)
Every
day he/she has to check the Despatch Register, Stamp Account, Distribution
Register and Fair Copy Register. vii)
On delegation of powers by the Municipal
Commissioner, the Manger can sign the fair copies addressed to all persons,
employees, and officers within the Municipalities other than the reference
intending to Government, Heads of Departments and District Collector. viii)
Has to verify Stock Account of Books and
Forms, Stationery and to issue to the staff when ever necessary. ix)
Has to verify the credits of cheques received,
the adjustments made and attests the entries in the Register of Cheques
Received. x)
On delegation in bigger Municipality like
Special Grade the Manager can attest all entries made in the Service
Registers including Verification Certificates of all employees on behalf
of the Municipal Commissioner. xi)
Has
to check Petty Cash Book, Permanent Advance Register daily Chitta cash
and arrange to keep it in a safe custody and remittance of the amount
so received. xii)
The
custodian of one key out of double lock system of cash chest. The
other key will be with the Shroff. The
Manager shall daily check the cash received and undisbursed and satisfy
himself with the total cash available and then lock the chest at the
time of closure of office. On the next day if it is not a Public
holiday he shall open the chest by using his key and arrange for remittance
into the Treasury/Bank the collections received on the previous day.
The manager is responsible for missing or misappropriation of money received
in the Municipal Treasury but not remitted into the Treasury / Bank. xiii)
To receive the Court Summons issued in the
designation of Municipal Commissioner, Registered Tappals addressed
to Municipal Commissioner. All such Tappals received should be brought
to the notice of the Municipal Commissioner on the same day immediately. xiv) Has
to watch urgent tappals register, incoming reminders especially received
from Government, Director of Municipal Administration heads, Collector
and Regional Director of Municipal Administration and bring to the notice
of the Municipal Commissioner immediately on the same day. xv) Has to assist the Municipal Commissioner
in preparation of Rough Agenda
to the Council Meetings, fair copying the agenda after seen by the Chairperson as
required under rule 2 (3) of the rules regarding proceedings of the
council issued under schedule 1 of the Andhra Pradesh Municipalities
Act, 1965, and also for proper service of the agenda to
all the members of the council including Ex-Officio Members, Co-opted
Members within the stipulated time as laid down in rule 2(1) and
(2) of scheduled I of APM Act, 1965 and concerned officers in the municipal
office. xvi) Has
to assist the Commissioner in the preparation of administration report
of the proceeding year duly following he provision of Section 34 of
APM Act, 1965. xvii) Answerable
and accountable to the Commissioner in case of any difficulty in the
discharge of his/her official duties for guidance. |

He

Shall inspect all the buildings put up by the Bill
Collectors through monthly list and verify
the measurements recorded therein in-respect of apartments common areas
like parking places, balconies etc., shall have to be divided and
apportioned to the concerned apartment holders and recorded the monthly
lists to avoid loss of revenues. ii)
Shall collect the interest to be charged in case
of failure to pay property tax within the due date and he is responsible if the penalty is not collected. iii)
Shall take action to effect distraints through
warrants against defaulters of tax and file prosecutions as per the
provisions of the act. iv)
Shall fix the targets among the bill collectors
and ensure 100% collection of
taxes in each half year. v)
Shall ensure that all the notices and bills are
served on the tax payers by the end of May for the 1st half
year and by the end of November for the 2nd half year. vi)
Shall also see that all the demand notices are
handed over to the Bill Collector by 15th April, & 15th
October respectively vii)
Shall assist the Commissioner at the time of disposal
revision petitions, grant of vacancy petitions to take actions of the
markets, slaughter houses, shop rooms etc., viii)
Shall attend the Courts on behalf of the Commissioner
in tax suites. ix)
Shall check the outstanding bills, arrears as well
as current ones in the month, if
any defalcation funds is noticed the Revenue Inspector shall be made
responsible along with the bill collector and clerk concerned. x)
Shall ensure that no under assessed or un assessed
structure/buildings in the town. xi)
Shall take action for disconnection of essential
services to the houses of defaulting tax payers. |

Shall have to follow the AP Municipalities
(Check measurements or works) Rules, 1972, AP Municipalities (Municipal
Works) Rules, 1965 & AP Municipalities Tender Rules, 1967 while
discharging his official duties in execution of works and purchase of
materials etc., ii)
Shall prepare the estimates, get them technically
sanctioned get the works executed
according to specifications and estimates, measure and check measure
the works executed, get the works check measured by the superior officers. iii)
Shall maintain water supply with proper chlorination, get
the over-head tanks cleaned regularly, detect
leakages of water on the
pipelines and arrest these leakages iv)
Shall get the drinking water checked through
labs for detection of contamination of water and take steps for avoidance
v)
Shall maintain street lighting duly replacing
the fused off bulbs, keep sufficient electrical material stocked to
attend the repairs vi)
Shall maintain roads & drains and carry
out repairs for free flow of drains vii)
Shall bring to the notice of the Commissioner
the condition of roads, drains and street lighting and also the amounts
required for carry out the repairs. viii)
The
Municipal Engineer shall inspect all the parks and play grounds regularly
and satisfy himself that they are properly maintained. Replacement
of fused off tubes and bulbs in the parks should be done within (24)
hours to avoild inconvenience to the regular visitors of the parks particularly
old aged person. Repairs to children’s
play equipment if any provided in the parks and play grounds should
be attended to on war footing lest delay may lead to occurrence of accidents
to children. ix)
The Municipal Engineer is answerable and
accountable to the Municipal Commissioner and his higher officers of
the department (i.e) Engineer-in-Chief, Superintending Engineer and
Executive Engineer (P.H) and in case of any difficulty in the discharge
of his official duties, he may approach the Municipal Commissioner and
his departmental superior officers. |

through Municipal Engineer for disconnection. iv)
Shall have to find out the leakages all
the distribution lines and wastage of drinking water in the public fountains
etc., and report to the Municipal Engineer. |
